Who Can Serve Process in California
Governed by California Code of Civil Procedure §§413.10–417.40 and B&P Code §22350.

Under Cal. Code Civ. Proc. §414.10, any person at least 18 years old who is not a party to the action may serve process in California. However, Business & Professions Code §22350 requires that anyone who serves more than 10 papers per calendar year for compensation must be a Registered Process Server (RPS) — registered with the county clerk where the server resides or maintains a principal place of business, bonded, and fingerprinted. Personal service is the default under §415.10. If personal service cannot be made with reasonable diligence, substituted service may be made under §415.20(b) by leaving a copy at the person's dwelling, usual place of abode, usual place of business, or usual mailing address (other than a P.O. box) in the presence of a competent household member or person apparently in charge at least 18 years old — and thereafter mailing a copy to the same address. Service on entities is governed by §§416.10–416.90, and service by publication requires a court order under §415.50.
