Who Can Serve Process in Oregon
Governed by Oregon Rules of Civil Procedure Rule 7 (ORCP 7).

Under ORCP 7 D(1), service of process in Oregon may be made by the sheriff of the county where service is effected, a sheriff's deputy, or any competent person 18 years of age or older who is a resident of Oregon or of the state where the action is filed and who is not a party to or an attorney in the action. Oregon does not have state-level licensing for private process servers, but Multnomah County (Portland) courts expect documentation of attempts and clear chain-of-custody on service.

Oregon offers four primary service methods under ORCP 7 D(2): (a) personal service, (b) substituted service — delivery to a person of suitable age at the dwelling or abode plus follow-up mailing, (c) office service — a uniquely Oregon method allowing service at the recipient's office during working hours with the person in charge, plus follow-up mailing, and (d) service by mail with return receipt under ORCP 7 D(2)(d). Service on entities is governed by ORCP 7 D(3). Long-arm jurisdiction uses ORCP 4. Return of service is under ORCP 7 F.

Key rule to know: Oregon's office service under ORCP 7 D(2)(c) is unusual. It allows service at the recipient's workplace during working hours to the "person in charge" — highly useful for professionals, business owners, corporate officers, and evasive defendants who avoid home service.
