Governed by Florida Statutes Chapter 48 — Process and Service.

Florida has one of the most regulated process-serving regimes in the country. Under Fla. Stat. §§48.021 and 48.27, service of process may only be made by a sheriff or sheriff's deputy, a special process server appointed by the sheriff of the county where service is made, or a Certified Process Server (CPS) appointed by the chief judge of the judicial circuit. Personal service is the default. Under Fla. Stat. §48.031(1)(a), process must be served by delivering a copy to the individual personally, or by leaving copies at the person's usual place of abode with a resident 15 years of age or older — and informing that person of the contents. This is stricter than the federal standard and stricter than most states. Florida also bars Sunday service under §48.20 unless the court orders otherwise. Corporate service is governed by §48.081, which permits service on officers, managing agents, and registered agents in that statutory order.

Who can legally serve process in Florida?
