Governed by Ohio R. Civ. P. 4 and 4.1.

Ohio is a clerk-driven service state. Under Ohio R. Civ. P. 4.1(A)(1), the primary service method is certified-mail service issued by the clerk of court — the clerk mails the summons and complaint, and the signed return receipt is filed as proof of service. This is different from most states where the plaintiff organizes service directly. Personal service under Rule 4.1(B) and residence service under Rule 4.1(C) are available when certified mail fails or is impracticable, and may be executed by a sheriff, authorized officer, or any person designated by the court who is 18+ and not a party. Under Ohio R. Civ. P. 4.1(C), residence service may be effected by leaving a copy at the usual place of residence with some person of suitable age and discretion then residing therein. Ohio does not require the recipient be a family member — any resident of suitable age qualifies. Service on entities is governed by Rule 4.2. Service by publication under Rule 4.4 requires a court order after diligent-search showing. Long-arm jurisdiction uses R.C. §2307.382. Return of service is governed by Rule 4.6.

Key rule to know: Ohio's certified mail is the default. The clerk issues it, not the plaintiff's server. If certified mail is unclaimed or refused, the clerk notifies the plaintiff, who may then request ordinary mail under Rule 4.6(D) or personal/residence service. Skipping straight to personal service without trying certified mail first can trigger procedural challenges in some Ohio courts. Ohio R. Civ.
