Under Md. Rule 2-123, service of process in Maryland Circuit Court may be made by a sheriff, a competent private person 18 years of age or older who is not a party and is not an employee or agent of a party, or by certified mail requesting "Restricted Delivery — show to addressee only" under Rule 2-121(a)(3). Maryland District Court parallels this under Rule 3-121 et seq. The "agent or employee of a party" exclusion is more restrictive than most states' "disinterested person" standard — Maryland is particular here.

Personal service is the default under Md. Rule 2-121(a)(1). Substituted service under Rule 2-121(a)(2) allows leaving copies at the individual's dwelling house or usual place of abode with a resident of suitable age and discretion. Restricted-delivery certified mail under Rule 2-121(a)(3) is a primary method, with the signed green card filed as proof. Service on entities is governed by Rule 2-124, and service by publication by Rule 2-122, which requires a court order after a diligent-search showing.

Key rule to know: Maryland's "Restricted Delivery — show to addressee only" certified-mail service under Rule 2-121(a)(3) is specific — a regular certified mail without the restricted-delivery endorsement does NOT satisfy the rule.
